附表 1 [第 5 條] 關乎用作或能夠用作移動地球站的器具的技術準則 1. 發送的操作頻率須在1610 MHz至1660.5 MHz或1980 MHz至2010MHz 的頻帶內。 2. 接收的操作頻率須在1525 MHz至1559 MHz、1613.8 MHz至1626.5MHz、2170 MHz 至 2200 MHz 或 2483.5 MHz 至 2500 MHz 的頻帶內。 3. 移動地球站在 1610 MHz 至 1626.5 MHz 的頻帶內所產生的平均等效全向輻射功率密度不得超逾-3 dBW/4kHz。 4. 移動地球站所產生的無用發射，須符合國際電信聯盟所批准的 — (a) 建議 ITU-R M.1343“在 1-3 GHz 的頻帶操作的用於全球非對地靜止 星移動業務系統的移動地球站的主要技術規定＂中；或 (b) 建議 ITU-R M.1480“在 1-3 GHz 的頻帶中某些部份操作，以實施全球 星移動個人通訊(GMPCS)諒解備忘錄安排的對地靜止 星移動系統的移動地球站的主要技術規定＂中，經不時修訂的有關規定。
